PLANNING COMMISSION

As a resident of the Township we encourage you to attend the Planning Commission Meetings. Meetings are held on the third Tuesday of the month at 7:30 in the Township Hall. Issues that call for a Public Hearing, such as a zoning amendment, special use permit or a rezoning will always be advertised in the Enterprise on the Sunday two weeks prior to the meeting. This will either fall on the last Sunday of the month or the first Sunday of the month. Checking the Enterprise is a great way to keep abreast of issues that come before the Planning Commission. You will also find the Agenda posted online the week prior to the meeting and at the Township Hall.

Issues the Planning Commission has recently addressed or are currently reviewing include:
Amendments to the Pond Regulations
Site Plan review for Hasemann Pond
Expansion of the Burgdorf Winery
Amendments to the Wetlands Ordinance
Updating the Parks and Recreation Master Plan
Create a Trails and Pathways Plan for the Township
Possible Creation of a Grand River Overlay District
Proposed Amendments to the Zoning Ordinance to include Residential Wind Turbines

Capital Area District Library

CADL logoLibrary use has more than doubled during the past five years. In 2006 more than 2.2 million items were borrowed, more than 1.6 million people visited a library and 423,617 used a computer. When CADL was formed in 1998, many of the buildings were too small and poorly designed. The rapid increase in use has made this issue even more urgent. This has led to the Capital Area District Library Board to adopt a Capital Improvement Plan to improve library facilities throughout its service area. The plan can be viewed by visiting the website at www.CADL.org. You will find the plan under "New and Happening" then "Did You Know". CADL is seeking funds from a variety of sources including federal grants, foundations, and private donors. Public funds will be needed for the greater part of the project. CADL is considering a tax increase of 1.2 to 1.4 mills in 2008.

Assessment Information for 2008

The Consumer Price Index (CPI) mandated from the state this year is 2.3%. Taxable Values on properties will increase by that amount for taxing purposes next year. Taxable Value is the basis for your property taxes. This will be calculated using the inflation rate of 1.023 for the 2007 capped value. Properties that have been uncapped as a result of a sale may see a higher increase in taxable value as well as properties for which there is new construction. The assessed value, however, is not the value that is multiplied by the millage rate to establish taxes. Assessed value in many cases will decrease due to the decline in the residential home sales but taxable values may increase 2.3% if it is still lower than the assessed value. Vacant land sales in the Township have increased in value. Remember, it is taxable value that is used to compute tax bills. Homestead Exemption is also indicated on the change notice. You should check your notice at the center bottom for the number that can range from 0 to 100%. To receive 100% property exemption you must own and occupy your residence. All homeowners for newly constructed homes must file an exemption form with their local government and occupy the home by May 1st to receive the exemption. The forms are available at the Township office. If you believe yours is incorrect, please contact the office immediately.

Parks and Recreation

The Parks and Recreations Committee has been busy with the planning of the February 10th sledding day and working with the Planning Commission to update the Master Plan in order to apply for available grants. There may be a prescribed burn just north of the shrub/tree line sometime towards the end of March or beginning of April depending on the weather. This helps establish native plants as well as controlling invasive species. The committee is also looking into planting more wildflower seed and prairie grass. Next time you are at the park be sure to look in the kiosk of the bird sightings at the park. A new trail map can also be found in the kiosk. The Township is very fortunate to have such a dedicated and knowledgeable parks committee! If you have further interest in what is happening with the park, the committee meets on the second Wednesday of the month at 7:00 in the Township Hall.
